Elissa Levan is a municipal lawyer with more than two decades of experience representing cities and towns throughout central and northern Maryland. Currently, she is the City Attorney for the Cities of Bowie, Westminster, and Glenarden, and the Town Attorney for Chesapeake Beach. She is counsel to the City of Aberdeen’s Ethics Commission and, in addition, she regularly represents another of other jurisdictions with respect to individual matters in various areas such as contracts, land use, public sector personnel law and public ethics. She serves on the Board of the Maryland Municipal League.
Elissa Levan began her educational journey at The University of Michigan, where she received a Bachelor’s Degree in Near Eastern and North African Studies. From there, Elissa received her J.D. from The George Washington University Law School.
Elissa Levan has been representing governmental clients since 1992 and has during that time provided advice and counsel to a large and diverse group of Maryland municipalities across the State. Today, Elissa frequently assists other local governments with respect to personnel, zoning and land use, and ethics matters, among other areas. In that regard, she has served as ethics counsel to the City of Aberdeen and conflict counsel to the City of Gaithersburg. Furthermore, Elissa Levan also spent a year in the Office of the Attorney General, representing the twenty-four Maryland sheriffs and their sworn deputies.
Elissa Levan has been active for many years in the Maryland Municipal Attorney’s Association and has served, among other capacities, for several years as its liaison to the Maryland Municipal League’s Legislative Committee. She is presently the MMAA’s appointee to the League’s Board of Directors. She has also been a member of both the Maryland State Bar Association’s Local Government and Administrative Law Sections, for both of which sections she has served on the governing Councils. She is a Fellow of the Maryland Bar Foundation.
Elissa Levan serves as city or town attorney to multiple Maryland municipalities and in such roles has dealt with a diverse range of issues impacting municipal clients; she also provides counsel on discrete matters, including ethics advice.
Apart from her career, Elissa Levan is deeply passionate about health, fitness and travel.
